Most companies searching for a toll manufacturing partner start with capacity and price. Can they hit our volume? What’s the per-kilogram cost? Those questions matter, but they skip past the one thing that decides whether a partnership survives its first regulatory audit: does this manufacturer actually hold the licenses required to handle the chemicals in question?
For a paint, coatings, or resin brand, outsourcing production doesn’t outsource liability. If your toll manufacturer is operating without the right permits, that gap becomes your problem the moment a shipment gets held at customs, an inspector shows up unannounced, or a client asks for compliance documentation you can’t produce. This is especially true in chemical toll manufacturing, where raw materials like nitrocellulose, solvents, and resins fall under several overlapping regulatory categories at once.
Pakistan’s chemical manufacturing sector has a wide range of operators, from fully licensed facilities to smaller shops running on a general trade license and not much else. The gap does not usually show up in the sample batch a new client receives. It tends to show up eighteen months in, when a customs shipment gets flagged, an inspector asks for paperwork nobody can find, or a client’s own compliance team starts asking questions the manufacturer cannot answer.

Explosives Licensing
Nitrocellulose is not treated as an ordinary industrial chemical. In its dry form it is classified as an explosive, which means any facility that stores, processes, or handles it needs clearance from the relevant explosives authority. This is not a formality. It governs how the material is stored, including moisture content, quantity limits, and segregation from other stock, plus how it moves through the facility and who is authorized to work with it.
A toll manufacturer without explosives clearance either is not legally equipped to handle NC-based production, or is cutting corners somewhere in storage and handling. Neither is something you want tied to your supply chain.

That distinction matters more than it sounds. Plenty of facilities can point to a permit for the reactor room and quietly ignore the warehouse next door.
Anti-Narcotics Clearance
This one surprises people who assume toll manufacturing licensing starts and ends with “chemical handling.” Several of the solvents used in NC lacquers, thinners, and coatings, toluene and certain ketones among them, are monitored as precursor chemicals because they have applications outside the paint industry. Pakistan’s Anti-Narcotics Force tracks the import, storage, and use of these materials specifically to prevent diversion.
A facility working with these solvents at scale needs sign-off from the Anti-Narcotics Department, separate from its general chemical operating license. Skip this step and you are not just risking a fine. You are risking seizure of stock and a shutdown while the matter gets sorted out, which is not something a client with a production deadline wants to hear about.

Environmental Department Approval
Toll manufacturing generates waste: solvent runoff, packaging, and in some processes, air emissions. An Environmental Department license, sometimes issued as a no-objection certificate depending on the province, confirms that a facility has a documented plan for handling that waste rather than dumping it and hoping nobody checks.
This matters to clients for a reason beyond ethics. Many global brands now require, as part of vendor onboarding, documented proof that subcontracted manufacturing meets environmental standards. If your toll manufacturer cannot produce an environmental NOC, you inherit that gap the first time someone audits your sourcing.

Quality and Safety Certification (ISO)
Licensing from government bodies confirms you are legally allowed to operate. ISO certification confirms you are operating well. Those are two different things, and a serious toll manufacturer needs both.
ISO certification for quality, health, and safety means a third party has actually examined your processes rather than taken your word for it. It covers batch consistency, documented procedures for handling deviations, and worker safety protocols. For a client, it is the difference between “they say their process is reliable” and “an independent auditor confirmed it.”

Third-Party Sustainability Auditing
This is the newest category, and the one most toll manufacturers in Pakistan still do not have. EcoVadis rates companies on environmental impact, labor practices, ethics, and sustainable procurement, and it has become a standard reference point for multinational buyers running supplier due diligence.

For a client that needs to report on supply chain sustainability, whether for internal ESG targets or a requirement from a customer further up their own chain, that scorecard is often one of the first documents requested during vendor review.
What This Actually Means for You
None of this is abstract. If you are evaluating a toll manufacturing partner for nitrocellulose, resins, or coatings, ask to see the actual documents before signing anything:
- The explosives license, and confirmation it covers storage as well as production
- Anti-Narcotics Department clearance, if the process involves controlled solvents
- The environmental NOC, along with a description of how waste is actually handled
- The ISO certificate, with a check on when it was last renewed
- An EcoVadis scorecard, if the manufacturer has one
A serious facility will have these ready within a day. One that stalls, deflects, or offers a vague “we are fully compliant” without paperwork is telling you something, whether or not they mean to.
